         RESEARCH AND DEVELOPMENT CENTERS PROGRAM AND FUND FOR

       INNOVATION IN EDUCATION:  INNOVATION IN EDUCATION PROGRAM


ACTION:  Notice of Cancellation of Competitions.


The Secretary published a notice in the Federal Register on March 11,

1991 (56 FR 10346), inviting applications for a new award for fiscal

year 1991 for operation of a center under the Research and Development

Centers Program to conduct research on dissemination and knowledge

utilization.  On March 19, 1991, the Secretary published a notice in

the Federal Register (56 FR 11549) inviting applications under the Fund

for Innovation in Education:  Innovation in Education Program for new

awards for fiscal year 1991.  Those notices are hereby withdrawn, and

the competitions are hereby canceled.

On April 18, 1991, the President announced AMERICA 2000:  An Education

Strategy, a bold, complex, and comprehensive strategy to move America

toward the National Education Goals.  The Secretary plans to redirect

funds under these programs in order to implement the strategy, which is

to (1) create better and more accountable schools for today's students;

(2) help invent a new generation of American schools for tomorrow's

students; (3) transform America's adults into a nation of students; and

(4) help make communities places where learning can happen.  High

priority research, development, dissemination, and training activities

will be funded to support the strategy.
