How did Bulletman keep such a flimsy secret identity?

Bulletman and Bulletgirl. By putting on their gravity helmets, they could fly around. Bulletgirl was the daughter of the police chief. The daughter, so I assume he knows what she looks like pretty well. The helmet had nothing to cover the face at all besides the hair. She even admits that without the helmets they would be recognized.

Not even a flimsy diamond-eye mask like Robin or Green Lantern. A helmet.
